Carlos André Albuquerque, 46, holds a degree in Physics from the University of Brasília – UnB, a degree in Mathematics from Centro Unificado de Brasília – CEUB and a MBA at Getulio Vargas Foundation, in Brazil.
In 1990, he founded TV Filme, one of the first “wireless cable” operation in Brazil were he acted as Administrative, Financial and Commercial Director until 1994, when the holding ITSA was created.
As COO of ITSA, the group obtained 11 additional licenses in several Brazilian states and became the first private company to make an IPO in the United States, in 1996.
He participated in the development of the subscription-tv and broadband sector in Brazil, preparing several studies and projects in the financial, commercial and administrative areas.
Additionally, Carlos was responsible for developing the Company’s own operating model, which won the award the “Best Contribution of the Year” to the industry, for two years (Annual Prize offered by ABTA – Brazilian Association of Telecommunications and ABRAFORTE – Brazilian Association of Service Providers).
Currently, Carlos is a Consultant in the telecom sector and the Executive Director of NEOTEC, the Brazilian Association for MMDS Operators, which represents more than 80% of all MMDS operators in Brazil.

Jim Allison has been with the Capitol Corridor Joint Powers Authority (CCJPA) since October 2000 for the Intercity Passenger Rail service operating in Northern California. In that capacity, Mr. Allison is the Manager of Planning for new capital/service projects and planning studies along the Capitol Corridor’s Northern California Intercity route. In addition to traditional railway project planning, Mr. Allison leads CCJPA’s technology projects including the wireless/wired network that will provide the basis for many of the CCJPA’s future operational applications. He has been on the forefront of evaluating technologies and business models for wireless networks for passenger train service since 2004 and works in partnership with Amtrak to take advantage of these and other communication, network, and application improvements. He has spoken at several international conferences about these topics and maintains close contact with rail operators worldwide who are implementing wireless networks. Prior to joining the CCJPA, for ten years Mr. Allison worked for the Bi-State Tahoe Regional Planning Agency in current planning, and later in transportation and air quality. Mr. Allison graduated from the University of California Davis with B.S. Degree in Environmental Planning and Management.

René Adrian Bustillo is a Senior Telecommunications expert with broad experience in the fields of Project Management, Strategic Planning of Public Sector Reform, Telecom Operations, ICT, and Internet & Network Services. Mr. Bustillo has 27 years of professional experience, split between the U.S. and Bolivia. Throughout his career, he held different positions in both the public and private sectors, ranging from Systems Engineer, Software Development Chief, Data Networks Manager, Operations Director, and top Regulatory Authority.
Mr. Bustillo has worked as external consultant for several projects in the areas of telecom regulation and ICTs, including Project Director for the Strategic Planning and Sector reform for INDOTEL (the telecom regulator in the Dominican Republic) acting as the leader of a team of consultants, the change from Ministry of Communications to Ministry of Information and Communication Technologies in Colombia, regulatory advisor for CTE-Telecom in El Salvador, regulatory/legal counselor for the Russian operator Multinet Group, and regulatory expert for various projects at the United Nations Economic Commission for Latin America and the Caribbean (ECLAC). In Bolivia, Mr. Bustillo worked for the largest telecom operator in Bolivia, Empresa Nacional de Telecomunicaciones (ENTEL) and held several positions, including Data Networks Division Chief. In January 2003, he was appointed Superintendent of Telecommunications of SITTEL (rank equivalent to Minister) by the President of Bolivia to carry forward the telecom sector reforms implanted since 1995. Mr. Bustillo held several posts at SITTEL before become Superintendent. His present activities are related to advising companies and governments in regulatory and legal affairs.
He is both an Engineer and a registered Attorney, having graduated as Electrical Engineer Cum Laude from Utah State University (U.S.), with a Masters Degree in Computer Systems Design from the University of Houston-Clear Lake (U.S.), and holds a Degree in Civil Law from “Franz Tamayo” University (Bolivia). Mr. Bustillo is also a university professor for ninth and tenth semester courses for Data Communication and Project Assessment/Counseling, at the Electrical Engineering School of the Universidad Mayor de San Andres (UMSA) in Bolivia. While at Blackfriars, Howe also wrote the widely read blog Blackfriars Marketing and published financial research reports on Apple, Inc.
Prior to Blackfriars, Howe directed Forrester's research in networking, computing and infrastructure, and was also a principal analyst. Howe's research predicted the next wave of Internet innovation in "The X Internet," forecasted the impact of open source software in "Open Source Cracks the Code," and predicted the recession in the PC industry in 2000 in his 1998 report "PC Industry Roller Coaster." Prior to Forrester, Howe spent 18 years at BBN Corporation, where he helped develop operating systems for some of the largest parallel processors in the world and researched wearable computers, desktop videoconferencing and distributed systems. In addition, Howe helped firms like MasterCard, Wang and National Westminster Bank deploy early internets.
Howe has commented on technology in television venues ranging from Bloomberg Television to "The Today Show" to "The CBS Evening News," and he speaks frequently at events in the U.S., Europe and Asia. He has worked in systems engineering, architecture, software development, and project management with extensive experience in switching system and protocol software development.
Dr. Ching-Tarng Hsieh received his Ph.D. in Computer Sciences from The University of Texas at Austin. He worked at Bell Laboratories/Lucent Technologies for 15 years before joining the Industrial Technology Research Institute. He is an Engineering Director at Industrial Technology Research Institute responsible for technology development and promotion of wireless industry.
Dr. Hsieh works with WiMAX Forum and the WiMAX community extensively to promote WiMAX globally and is now Director of WiMAX Forum Taiwan Office. He is also an adjunct associate professor at National Chiao Tung University and chair of International Collaboration Group of the Networked Communications Program Office in Taiwan responsible for promoting international collaboration and standards participation.

He contributes to social entrepreneurship projects and is a charter member of OPEN Silicon Valley. He holds a Bachelor of electrical engineering from NED University and a Master of Science degree in electrical engineering from Purdue University and has 25 patents pending.

Kevin Martin

Kevin Martin is a former Chairman of the U.S. Federal Communications Commission (FCC) and co-chair of Patton Boggs’ technology and communications practice. Mr. Martin has nearly two decades experience as a lawyer and policymaker in the telecommunications field, including his tenure as FCC Chairman from March 2005 to January 2009 when the industry was undergoing a period of unprecedented growth and innovation. Using his vast knowledge of the telecommunications industry, Mr. Martin helps clients take advantage of wireless and broadband opportunities, counseling businesses on their strategic business initiatives and the nuances of FCC regulations and communications policies.
While Mr. Martin was FCC Chairman, the Commission created a regulatory environment that encouraged infrastructure investment and broadband competition, leading to greater coverage and decreased prices for Americans. The number of broadband lines in the country doubled to more than 100 million. Under Mr. Martin’s leadership, the FCC conducted the two most successful and profitable spectrum auctions in U.S. history, raising almost $20 billion in 2008 alone. Mr. Martin also spearheaded the FCC’s initiative to dedicate more than $400 million to the construction of broadband networks for state-wide and regional health care networks reaching more than 6,000 health care facilities.
As FCC Chairman, Mr. Martin also represented the U.S. in dozens of bilateral negotiations and addressed numerous international conferences as a global leader on telecommunications and technology policy.
Before joining the FCC as a Commissioner in 2001, Mr. Martin was a Special Assistant to the President for Economic Policy and served on the staff of the National Economic Council, focusing on commerce and technology policy issues. He served as the official U.S. government representative to the G-8’s Digital Opportunity Task Force. Mr. Martin was Deputy General Counsel on the Bush-Cheney 2000 Presidential campaign and also previously served as a counsel to a Commissioner at the FCC.

He is known as a passionate leader with a proven record in developing great teams and helping transform companies.
Michael is Head of Strategy and Business Development at Nokia Siemens Networks. In this role, he is responsible for bringing clarity to the role that Nokia Siemens Networks will play in the market as it continues to evolve. He also directs the company’s strategic planning and investments; M&A program; and strategic alliances and partnerships. As a member of Nokia Siemens Networks’ Global Executive Management Team, Michael reports directly to the company’s CEO, Rajeev Suri.
Michael was previously Chief Marketing Officer at Amdocs Inc, the leading provider of software and services for many of the world’s largest communications service providers. During his 5 years at Amdocs, he played a key role in leading the transformation of the company, addressing new markets, expanding the product line, and evolving the channel to address the rapidly changing needs of the telecom industry.
Between 1999 and 2002, he was the Executive Vice President, Sales & Marketing, and an integral part of the start-up team at Groove Networks, a U.S. based software firm offering an enterprise collaboration platform, and one of the most successful start-ups of its time. Mr. Mayagoitia is an electronics and communications engineer graduated in 1978 from the Instituto Tecnológico y de Estudios Superiores of Monterrey, Mexico (ITESM) with additional studies in psychology, philosophy and advanced administration. Alejandro began his career as a Mathematics professor, acquired experience in project management and computer systems analysis. Later on, he started up his first company; VIDEORBIT, during the C Band satellite boom.
In 1992, founded TELINOR a MMDS operation, later acquired by MVS Multivision, where Alejandro is a shareholder. In 1993 co-founded AXTEL, the first FWA network providing local telephony in Mexico. In November of 2009 appointed president of the Mexican association of MMDS operators (ANSITEL) Currently is working in the trilateral group for harmonizing the use of the 2.5 to 2.7 GHz frequencies in the borders of EU-Canada –Mexico, also involved with his Latin American colleagues to reorganize LaNet, the association of operators of 4G networks in the 2.5 band.

Before being named CEO, he held market level responsibility as president of Vodafone K.K. in Tokyo, CEO of Vodafone Ltd in the UK, and was President of Japan Telecom, the third largest telecom company in Japan. Earlier in his career, he held several strategy and operations positions with Vodafone in the U.S. and Europe, and several international leadership positions with AirTouch.

Dr. Okinaka received Morita Prize and Achievement Award from the Institute of Electronics, Information and Communications Engineers of Japan for his contribution to the development of digital mobile satellite communication systems. He was also praised by Recognition Award from the ITU Association of Japan for his contribution to the 3G mobile system standardisation. Previous to his current role, Oliver was senior director of business systems and operations within QIS. In this role Oliver directed the development of QIS' CRM solution and the billing system and virtual marketplace required for the BREW solution. Oliver was responsible for architecting and operating a highly available content delivery computing infrastructure to support multiple wireless service providers.
Prior to the formation of QIS, Oliver was director of information technology for Qualcomm Corporate Information Technology (IT). Oliver joined Qualcomm in 1994 as a member of the corporate engineering organization and worked on deploying a company-wide document management solution that is now a Qualcomm standard.

Mr. Ray is the Chief Network Officer with national responsibility for the management and development of the T-Mobile USA wireless network. This network supports both GSM & HSDPA services (2G/3G), encompasses more than 43,000 cell sites, and serves more than 33 million customers.
Mr. Ray currently serves as the Chairperson of 3G Americas - an organization with a mission to promote and facilitate the seamless deployment throughout the Americas of the GSM family of technologies, including HSPA, HSPA+ and LTE.
Mr. Ray is also a member of the NTIA’s Commerce Spectrum Management Advisory Committee (CSMAC) and a former member of the FCC’s Network Reliability and Interoperability Council (NRIC).
Prior to assuming the national role at T-Mobile, he held the position of Vice President Network Engineering & Operations for the Northeast region. Mr. Ray led the company through the 9/11 terrorist attacks, receiving significant recognition from the New York Police Department, NY state agencies and the FCC.
Mr. Ray came to the US in 1995 when he held the position of Vice President of Network Operations at Pacific Bell Mobile Services. His prior experience included the design and deployment of cellular, microwave and broadcast telecommunications systems in Europe, the Middle East, Africa and the Far East.

Currently, Ron manages a team that is responsible for investments in the US and internationally in support of Intel’s activities in the mobility sectors. He is active on several boards of portfolio companies, and has managed exits including Clearwire, Interpacket Networks, and Japan Telecomunications.

James P. Seymour was born on May 12, 1967, in Chicago, IL and received the B.S.E.E., M.S.E.E., and Ph. D. degrees from Purdue University, W. In July of 1994, he joined AT&T Bell Laboratories in Whippany, NJ as a member of the technical staff for the network wireless Radio Performance and Analysis Group where his work focused on improved equalization schemes for TDMA PCS systems. In 1999 he became Technical Manager of the Wireless Algorithms Development Group in the Advanced Technologies organization at Lucent Technologies where his work focused on design and development of state of the art algorithms and performance for 3G system. In 2006 he received the Bell Labs Fellowship award for his outstanding and seminal contributions to wireless technology and standards spanning 2G, 3G and 4G systems and significant impacts on Alcatel-Lucent’s business through outstanding technical support of Alcatel-Lucent’s customers. He is currently working for Alcatel-Lucent in Naperville, IL as Director of RAN Strategy in the Wireless CTO organization focused on technology strategy for Alcatel-Lucent’s broadband wireless solutions.

He is also responsible for managing Sprint Nextel’s technology Integration labs. Iyad oversees an operating budget of $500M and a capital budget of approximately $1.5B. Iyad has been with Sprint Nextel since 1998.
Prior to the Sprint Nextel merger, Iyad provided leadership to Nextel’s Network Engineering department. His responsibilities included network planning, integration, performance engineering, testing and deployment for Nextel’s core network consisting of forty-seven Metropolitan Switch Offices. Iyad was also responsible for Nextel’s inter-MSO transport network, the data network and service layer network applications. Network Engineering activities include design, planning, engineering, integration and vendor management.
Prior to Nextel, Iyad held progressive management and senior management positions with MCI where he was responsible for planning and implementing MCI’s switching, signaling and optical network architecture for both local and long distance networks.
Since assuming, from its inception, the role of Nextel’s Vice President of Network Engineering in 1999, he has been the chief engineer of building and evolving the organization, the core Nextel network, and its support infrastructure. Iyad has a broad background in financial and capital management and all aspects of engineering, planning, and design for both wire line and wireless networks.
Iyad received his BSEE from the University of Maryland and holds a Master’s of Science in Engineering Management from Southern Methodist University.
Iyad has become an avid runner and in 2007 and 2008 he ran and finished the Marine Corps Marathon in Washington DC in addition to many other races. While he appreciates golf and strives to get better, his golf game is best described as a work in progress.

Ken Wirth
President, 4G/LTE Wireless Networks, Alcatel-Lucent
Ken Wirth leads Alcatel-Lucent’s 4G/LTE Wireless Networks organization. He is responsible for the end to end LTE solution which includes systems engineering, architecture, product management, technology and development, program delivery, partnerships and customer and sales support.
Prior to this appointment, Ken was the Customer Unit leader for a major U.S. Carrier. He was responsible for managing this newly created business globally for all products, solutions, applications and services from Alcatel-Lucent to the Wireless and Wireline businesses.
Previously, Ken was President of the Lucent’s Multimedia Network Solutions organization since January 2005, where he had responsibility for the financial and business performance, strategy, product marketing, product management, technology and development across the access, data and optical networking segments. Prior to that, he was President of Lucent’s Optical Networking Group. Ken has held various management, marketing and sales assignments at AT&T and Lucent, including an assignment as Chief Financial Officer for AT&T Network Systems’ Access Products Group.
Ken joined AT&T in 1987 after launching his career with ITT Communication Services Group, where he was responsible for sales of telecom services to corporate accounts in the northeastern and southern regions of the United States.

Duval Yeager serves in the Management team of Redline Communications as Senior Director of Marketing and is responsible for all Marketing activities in Redline Communications. In addition to this, Duval chairs the WiMAX Forum’s Regulatory Working Group in Latin America and the Caribbean. In this role he assists Spectrum Regulators in understanding the WiMAX technologies and how they can be deployed efficiently. He is gifted with the ability to bring technical radio and networking concepts into the realm of basic understanding. Duval began his career with RF engineering positions in NEC Americas and then Alvarion, where he went on to become Director of Sales for Latin America and the Caribbean. Duval studied engineering in Sao Paulo Brazil, and went on to graduate from The University of California at San Diego (UCSD) and later received his MBA from the University of Miami.

Dr. Dawei Zhang

Dr. Dawei Zhang is the Director of Wireless, China Mobile USA Research Center, where he is responsible for China Mobile’s next generation wireless technologies and TD LTE product strategies and requirements. On behalf of China Mobile, he is the Chairman of the NGMN Trial Workgroup, where he is responsible for global operators’ LTE trial requirements and evaluations.
Dr. Zhang received his Ph.D. in Physics from UCLA. He was a Post-doctoral fellow with MIT, and spent over 15 years in Silicon Valley working on various wireless technologies and systems. Prior to joining China Mobile, Dr. Zhang was the General Manager of Wireless Broadband Group R&D, and Director of Base Stations at UTStarcom Inc., where he was responsible for wireless base station R&D on mobile WiMAX, TD CDMA, WCDMA RRU, and advanced PHS base stations.
Dr. Zhang holds 7 US and international patents, and over 60 refereed journal and conference publications on wireless and related technology areas.
